Student Tuition Recovery Fund (STRF)
You must pay the state-imposed assessment for the Student Tuition Recovery Fund (STRF) if all of the following applies to you:
- You are a CA resident and prepay all or part of your tuition either by cash, guaranteed student loans or personal loans, and
- Your total charges are not paid by any third-party payer such as an employer, government program or other payer unless you have a separate agreement to repay the third party.
STRF Rate: $2.50 per $1,000 of tuition (rounded to nearest $1,000)
You are not eligible for protection from the STRF and are not required to pay the assessment if:
- You are not a CA resident.
- Your total charges are paid by a third party, such as an employer, government program or other payer, and you have no separate agreement to repay the third party.
The State of California created the Student Tuition Recovery Fund (STRF) to relieve or mitigate economic losses suffered by CA residents who were students attending certain schools regulated by the Bureau for Private Postsecondary and Vocational Education.
You may be eligible for STRF if you are a CA resident, prepaid tuition, paid STRF assessment and suffered an economic loss as a result of any of the following:
- The school closed before the program of instruction was completed.
- The school's failure to pay refunds or charges on behalf of a student to a third party for license fees, or other purpose, or to provide equipment or materials for which a charge was collected within 180 days before the closure of the school.
- The school's failure to pay or reimburse loan proceeds under a federally guaranteed student loan program as required by law or to pay or reimburse proceeds received by the school prior to closure in excess of tuition and other cost.
- There was a material failure to comply with the Act of this Division within 30 days prior to closure.
- An inability after diligent efforts to prosecute, prove, and collect on a judgment against the institution for a violation of the Act.
The Student Tuition Recovery Fee (STRF) is non-refundable through attendance at the first class session or the seventh day after enrollment, whichever is later.
Transfer Students
Transfer Students: $8.00 to $15.00 (depending upon chosen program) per clock hour of remaining hours, plus the registration fee of $100.
Please Note: We do not normally accept transfer students who have completed ½ or more of the program hours at another school; however, upon approval by the owner, exceptions may be made on an individual evaluation basis.
State Board Licensing Fees
All students will apply for their State Board licensing examination at time of graduation. The following fees are required at the time of submission of the application and paid directly to the Board of Barbering & Cosmetology.

Note: At this time there is no licensing examination for Teacher Training. Massage Graduates must apply to the California Massage Therapy Council at www.camtc.org. Massage fee for application is $200 plus fees for Live Scan Finger Printing ($50-$100). Fees for City Business Licenses vary by city ordinances.

Payment Methods
- Contracted Enrollment between the student and another retraining program
- Personalized Payment Plans with the school
- Private loan agencies, personal student loans or scholarships
- Federal Student Loan or Grant for qualified programs and student eligibility
All tuition and fees are payable in advance, prior to commencing classes, unless other arrangements are made with the school and contracted in the Enrollment Agreement. Students applying for Federal Student Aid should complete a FAFSA online at studentaid.gov to determine eligibility. Consult with the Registrar for specific payment options.
